What is EPUB Accessibility 1.1?

Updated:

EPUB Accessibility 1.1 is the W3C Recommendation, published in October 2024, that defines when an EPUB is accessible and how to say so. It requires discovery metadata, WCAG 2 conformance and EPUB-specific features such as page navigation where a print edition exists.

Why it matters when you convert a PDF to EPUB

Stores, libraries and the European Accessibility Act look for its conformance statement (dcterms:conformsTo) and the schema.org accessibility metadata it asks for. A converted PDF can be a good starting point, but only a publication that really meets the requirements should claim conformance.

The specification lists valid conformance strings such as "EPUB Accessibility 1.1 - WCAG 2.2 Level AA" and also asks for information about who evaluated the publication.

How EpubCC handles it: the engine writes no conformance statement and no accessibility metadata. What it contributes is structure: headings, reading order, language, a table of contents and linked notes, which is the part of accessibility that a PDF most often lacks.
